[ARCHIVED] Leaves, leave us all clogged up!

We have mentioned this before and it still seems to be an issue. Please share this notice with others.

LEAVES (and other debris) cause major issues and flooding! DO NOT sweep, blow, rake, etc. any leaves or other materials into the City Streets. They get into the storm drains and waterways and possibly have been the cause of past flooding. We do not want a re-occurrence of that situation. Be a good citizen and bag up those leaves and dispose of them properly!
It would be a great if we all worked together to help with this issue.
We have seen some that regularly disregard our request. Please note the following ordinances already in place.

8.08.065 Disposal of debris in surface water drainage system.
A. The purpose of this section is to regulate the disposal of debris that adversely affects the function of the surface water drainage system of the city; and to protect the water quality of local streams and channels.
B. Dumping any material or harmful substance in a stream channel, ditch, storm drain, or street gutter which regularly or periodically carries surface water is prohibited. This material includes brush, fill, and other debris that will raise flood and storm water levels in the city’s drainage system. This material also includes chemicals, oil, and other substances that are harmful to water quality, surface water and ground water quality.
C. The designated official responsible for receiving complaints, enforcement, monitoring compliance, and abatement shall be as set forth by section 8.08.070 of this chapter. (Ord. 92-11, 1992)


12.16.030 Responsibility for obstructions on sidewalk and adjacent street.
No person owning, occupying or having the control of any premises shall place or permit to be placed upon the sidewalk or on the half of the street next to such premises any of the following:
A. Any broken ware, glass, filth, rubbish, refuse, ice, water, mud, garbage, ashes, tin cans or other like substance;
B. Any wagons, lumber, wood, boxes, fencing, building material, dead trees, tree stumps, merchandise or other thing which shall obstruct such public street or sidewalk or any part thereof, or the free use and enjoyment thereof, or the free passage over and upon the same or any part thereof, without the permission of the city council. (Prior code § 21-14)

These regulations are in place for the reason(s) stated above, and a person can be cited for not following them.
