Contactors began work Feb. 6, 2023, to develop dispersed parking on city-owned property along Emma Boulevard on Moab’s north side. Maxine Avenue will be temporarily closed to traffic to construct the parking lot at Maxine. Emma Boulevard will be temporarily closed north of the Church of Christ driveway to MiVida Drive during construction and the north section of Emma Boulevard as it curves to meet MiVida Drive will become a permanent parking lot with no through access to MiVida.
When construction is completed, access to the Emma Boulevard parking lot will be one-way only from a new road that will connect Main Street to the north end of Emma Boulevard. The southern
section of Emma Boulevard will become a two-way street starting at the Church of Christ parking lot and connecting to 400 North. Access to the Maxine Avenue parking lot will be one-way only from MiVida Drive, exiting onto south Emma Boulevard.
Beginning Feb. 13, the shared-use path connecting Main Street to Emma Boulevard and then connecting to the 100 West shared-use path will be temporarily detoured while concrete and asphalt work is completed.
“This is the first dispersed parking construction project the city is building utilizing the Utah Legislative Hot Spot funding,” said Moab City Engineer Chuck Williams. “There will be 51 parking spaces added to our inventory between the two new lots on Maxine and Emma. We expect project completion by Easter.”
The Downtown Dispersed Parking Project is funded with recreation hotspot funding provided through the Utah Department of Transportation (UDOT) as allocated by the Utah Legislature. Hotspot funding is intended to address congestion and parking issues in downtown Moab. When completed throughout downtown Moab, the Downtown Dispersed Parking Project will add 150-200 stalls around downtown and Emma Boulevard. This parking development option was approved by the Moab City Council in 2020 and by the Utah Transportation Commission in 2021 in place of the previously proposed downtown parking structure.
